ABEE Market Insight | Philippines Launches Dedicated Green Energy Auction for Waste-to-Energy

The Philippines' Department of Energy (DOE) has announced a 230 MW Special Green Energy Auction dedicated to Waste-to-Energy (WTE) projects, scheduled for August 2026, with successful projects expected to begin commercial operations between 2028 and 2029.

Why it matters

Unlike conventional renewable energy auctions, this dedicated WTE auction demonstrates the Philippine government's strong commitment to advancing Waste-to-Energy as a strategic component of its clean energy transition, while providing greater policy certainty for long-term investment.

  • Greater investment certainty for developers and investors
  • Stronger integration of renewable energy and municipal solid waste management
  • Support for landfill reduction, greenhouse gas mitigation, and the circular economy

What does this mean for ASEAN?

As urbanization continues across Southeast Asia, municipal waste is increasingly being recognized as a valuable renewable energy resource. The Philippines' latest initiative highlights the growing role of Waste-to-Energy in supporting energy security, decarbonization, and circular economy development across the region.

The dedicated auction is also expected to create new opportunities across the biomass value chain, including WTE technologies, equipment manufacturing, EPC services, project development, and investment.

ABEE 2027 will continue working closely with the Philippine Energy Research and Policy Institute (PERPI) to explore new opportunities in ASEAN's biomass and Waste-to-Energy sectors.
